The book is a collection of various documents evidencing policies towards Islam and Muslim population pursued by the Soviet State in the first two decades of its history. Among the documents  are reports, resolutions and letters of the Soviet governmental bodies and agencies, the Communist party, state security service and its agents as well as petitions made by Muslim spiritual leaders to the Soviet authorities and etc.
